The Senior Analyst is responsible for monitoring of assigned licensees and/or responsible for engaging in risk-focused on-site inspections to achieve the first stage supervision of performance, legislative requirements and the goals and objectives of the Division and CIMA.
RESPONSIBILITIES:
The successful post holder will:
• Gather and analyze returns, financial statements, and other information to assess adequacyof liquidity and capital, as well as determine prudence of practices under the regulatory Acts,the AML/CFT regime and applicable standards;
• Perform comprehensive risk assessments of all licensees and determine appropriaterecommendations for issues of concern;
• Engage in formal regulatory meetings and analyze information to determine prudent business practices and adherence to the requirements of the Banks and Trust Companies Act, the Companies Management Act, the Directors Registration and Licensing Act and AML/ CFT framework;
• Participate with and lead a team of Analysts and other members of the team to inspectand or analyse a licensee’s records to determine the adequacy and suitability of the riskmanagement and business operations;
• Processes applications and prepares submissions to the Authority’s Management Committeefor, among other things, new licence applications, cancellations, change in ownerships, and/or amendments to the business plan;
• Lead meetings with relevant stakeholders in furtherance of onsite inspections and proposesa follow-up program for deficiencies identified in inspected entities;
• Lead prudential meetings and analyses information to determine prudential businesspractices and adherence to relevant Acts, Standards, Rules, Statements of Guidance andAnti-Money Laundering Guidance Notes;
• Review and/or prepare draft pre-inspection and inspection reports, including requirementsfor improvement based on findings, and follow up to ensure compliance with requirements;
• Review complaints and make recommendations for resolution, as well as respond to queriesfrom licensees, other Divisions and Overseas Regulatory Authorities;
• Research, collect and submit pertinent information to lead or assist with specific projects;
• Research and analyse trends, practices and emerging supervisory techniques within the localindustry and throughout competitor jurisdictions;
• Review and supervise the work prepared by Analysts to ensure compliance with all policies,procedures and guidelines;
• Provide input in the drafting and ongoing review/update of the divisional off-site proceduralmanual;
• Assist in the preparation of submissions for enforcement actions and fines;
• Provide mentorship & training and technical advice to aid in the development of Analysts toachieve optimal performance in their duties.
REQUIREMENTS:
• A Bachelor’s degree from an accredited institution in Finance, Accounting, BusinessAdministration or Economics with at least four years’ experience in a relevant position withinthe financial services industry – with at least three years’ (four to five years at the Senior IIlevel) supervisory experience, preferably within a trust and corporate services environment;
• A professional qualification such as the Society of Trust and Estate Practitioners (“STEP”) orCertified Anti-Money Laundering Specialist (“CAMS”) would be preferred;
• Specific knowledge of auditing and auditing principles to aid in the analysis of financialstatements relating to fiduciary companies and the skills to analyze the implications offinancial statements as they relate to fiduciary companies, would be advantageous;
• Significant knowledge of the Monetary Authority Act, Banks and Trust Companies Act, theDirectors Registration and Licensing Acts, Companies Management Act, Companies Act,Trust Act, associated Regulations and relevant Rules, Statements of Guidance and policiesrelating to the supervision of licensees and registrants;
• Knowledge of current international regulatory practices and the Standard on the Regulationof Trust and Corporate Service Providers as established by The Group pf InternationalFinance Centre Supervisors (“GIFCS”);
• Forward thinking with excellent organizational skills and proven ability to multi-task in afast-paced environment;
• Public speaking and presentation skills;
• Significant Knowledge of AML legislation and guidance notes and Proceeds of Crime Act andRegulations; and
• Proficiency in Microsoft Office applications, especially MS Excel, Word, and PowerPoint.
