Analyst I & II
Reporting to the Senior Analyst, the Analyst performs functions relating to the various processes of the Division and monitors an assigned portfolio of licensees and registrants on an off-site basis, as well as participates in risk-based on-site inspections. [At the Analyst II level, with the more complex tasks forming a greater portion of the assigned portfolio, there is a higher level of analysis and decision-making expected].
RESPONSIBILITIES:
The successful candidate will:
- Process the registration of new funds and directors;
- Follow up with the relevant service provider to ensure that deficiencies and/or ambiguities in the fund’s application are resolved;
- Prepare submissions or reports relating to licence applications/revocations;
- Respond to and processes Overseas Regulatory Authority requests and industry queries in regard to regulated funds or Fund Administrators;
- Perform due diligence on persons applying to act in the capacity of operators, senior officers and/or shareholders of licensees;
- Prepare relevant pre-meeting notes/data for Senior Management, and participate and take concise minutes in meetings with licensees/registrants/other industry participants;
- Conduct a timely analysis of annual returns and financial statements and review and process audit extension/waiver/exemption requests;
- Process entities terminating/de-registering and action entities that appear in the local Gazette under liquidation;
- Assess and risk-rate problem entities and follow up for material updates on entities that are on the Critical Watch list;
- Prepare Enforcement Memos to the Legal and/or Compliance Divisions recommending regulatory action for problem entities that are of material concern or have regulatory breaches; and
- Manage the pre and post inspection process, i.e., drafts pre-inspection and inspection reports, participate in the file assessment and annual risk analysis of licensees, analyze financial statements and other relevant information, and participate in on-site inspections.
GENERAL REQUIREMENTS:
- Knowledge of current local and international regulatory practices;
- Analytical, organizational, research, presentation skills, as well as the ability to work independently;
- Knowledge of the Mutual Funds Act, regulations, relevant rules, guidance, policies and procedures relating to the supervision of Funds and Fund Administrators would be highly advantageous;
- Ability to interpret and apply various regulatory acts within a financial analytical context;
- Excellent written and oral communication skills;
- Ability to identify and escalate pertinent issues in respect of supervised entities;
- Knowledge of the Mutual Funds Act, regulations, relevant rules, guidance, policies and procedures relating to the supervision of Funds and Fund Administrators would be highly advantageous; and
- Proficiency in all Microsoft Office applications, especially MS Excel, Word, SharePoint, and PowerPoint.
QUALIFICATIONS AND EXPERIENCE:
Analyst I
- A Bachelor’s degree in a finance related field and/or three years (in the absence of a degree) of relevant and related experience in the finance, financial accounting, auditing, funds or securities industry.
- General knowledge of auditing and accounting principles and ability to analyze the implications of financial statements, as they relate to funds and fund administrators (or securities) companies.
Salary Scale: CI$44,057 - CI$55,117
Analyst II
- A Bachelor’s degree in a finance related field and/or three to five years (in the absence of a degree) of relevant and related experience in the finance, financial accounting, auditing, funds or securities industry, with evidence of continuous advancement/progression.
- Direct experience from a regulatory environment, particularly in funds, would be beneficial.
- Intermediate/advanced knowledge of auditing and accounting principles and ability to analyze the implications of financial statements, as they relate to funds and fund administrators (or securities) companies.
Salary Scale: CI$$63,412 - CI$80,003
