Chief Analyst


Reporting to the Deputy Head, the Chief Analyst will assist with the coordination and conduct of onsite examinations across all Regulatory Divisions. The Chief Analyst will also be responsible for direct oversight of all high-risk inspections conducted by the Authority and work with the Regulatory Divisions and onsite teams to establish scopes and to ensure inspections are conducted to a high standard and in compliance with best practices and regulatory requirements.

RESPONSIBILITIES:

The successful candidate:

  • Manages the onsite inspection processes to ensure divisional goals and objectives are achieved andthat licensee activities are in line with regulatory requirements and best practices;
  • Assists with the development and implementation of manuals and procedural documents for theinspection process to determine that licensees are in compliance with applicable acts, regulationsand regulatory guidelines, and propose appropriate and sound recommendations accordingly;
  • Chairs meetings with licensees or auditors to ensure that the requirements of the Acts are being metand to confirm findings of the onsite inspection;
  • Provides strategic input and directions on matters relating to the Regulatory Divisions;
  • Reviews inspection reports, ensures consistency and quality; escalates significant findings anddeficiencies to the Head - Onsite Inspections; and tracks and identifies industry trends;
  • Identifies complex and serious regulatory issues and proposes recommendations for improvementsand/or compliance with the regulatory requirements;
  • Assists with the development and maintenance of tracking and monitoring databases for onsiteinspections across the Regulatory Divisions to facilitate trend analysis and thematic risk indicators;
  • Manages, delegates, and supervises the work of an assigned team to ensure all activities andfunctions are carried out in accordance with regulatory requirements or pertinent acts;
  • Manages and completes projects to ensure divisional regulatory practices and policies are alignedwith international standards and best practices;
  • Provides recommendations about legislation, regulations, rules, guidance and supervisory practicesapplicable to the supervision of the Financial Industry to ensure that they are aligned withinternational standards and best practices;
  • Ensures the development and maintenance of procedure manuals and participates in the productionof industry statistics;• Prepares and delivers relevant and informative internal/external presentations; and
  • Prepares and delivers relevant and informative statistical information with respect to changingdevelopments and policies and procedures.

REQUIREMENTS:

  • A Bachelor’s degree from an accredited institution –Finance, Accounting or related field; and
  • Six years’ experience in a relevant position such as a financial services regulator, an audit firm or ininternal audit with a financial service provider, including two year’s prior supervisory/regulatoryexperience;• A relevant professional qualification would be an asset;
  • Significant knowledge of auditing and accounting principles and comprehensive analytical skills toanalyze the implications of financial statements as they relate to financial institutions;
  • Sound knowledge of the Regulatory Framework – Legislation/Policies relating to the onsiteexamination of financial institutions;• Some Knowledge of anti-money laundering legislation and the Proceeds of Crime Law & Regulations;
  • Significant knowledge of emerging supervisory techniques, and up-to-date knowledge of domesticand international financial and economic events;• Excellent writing, communication and presentation skills; and
  • Proficiency in all Microsoft Office applications, such as MS Word, Excel, and PowerPoint. Advancedknowledge in the use of Excel would be an asset.

Salary: CI $92,446 - $114,843 per annum
