Chief Policy & Development Officer



Reporting to the Deputy Head (“DHOD”), the Chief Policy & Development Officer conducts research on international regulatory developments relating to financial services and develops proposals for regulatory instruments to assist CIMA in fulfilling its regulatory functions. Effectively manage risk in the execution of responsibilities, including the identification and communication of potential risks to their HODs/DHODs.
 
RESPONSIBILITIES:

The successful candidate will: 
• Leads, delegates and oversees the research, collection, and organizing of data or information needed to draft or revise Division deliverables (including regulatory measures, research papers and internal documents); 
• Researches and analyzes internationally accepted standards and developments, and local developments to propose amendments to regulatory measures, legislation or internal practices; 
• Prepares, revises and/or updates policies and procedures and collaborates with other divisions to improve CIMA’s regulatory and business processes; 
• Participates in surveys and preparatory work for international reviews of the jurisdiction’s framework for financial supervision through collaboration with other CIMA staff; 
• Researches and provides written advice to Government with respect to CIMA’s regulatory or cooperative functions, or on other matters of interest to Government; 
• Contributes relevant information updates to ensure CIMA’s website information is current;
• Utilizing project management skills, leads the process of developing regulatory measures, research papers, internal practices and other policy documents; 
• Based on research conducted, writes research papers and other documents to facilitate the development or amendment of regulatory measures, legislation, internal practices and other policy documents; 
• Conducts consultations with the private sector on proposed regulatory instruments and amendments thereto in accordance with the Monetary Authority Act; 
• Participates in internal and external working groups relating to the development of regulatory measures or legislation; 
• Researches and drafts responses relating to requests for information from international regulatory organizations, including surveys and consultation responses; 
• Prepares analytical research papers of a financial services / regulatory nature; 
• Prepares and delivers relevant and informative internal / external presentations/information with respect to international regulatory developments, policies and procedures, and regulatory instruments in order to increase awareness;
• Monitors the delegation of tasks to junior staff members and ensures completion of assignments and tasks within deadlines and expected standards.

REQUIREMENTS:

• A Master’s degree in Economics, a finance-related area or Law with at least five years of experience in a senior supervisory level, preferably within a regulatory environment; 
• Sound understanding of financial regulation and international best practices in financial regulation;  
• Strong research, analytical, and report writing skills and the ability to assess the implications of domestic and international developments on existing laws and policies; 
• Self-starter and demonstrated ability to work independently to advance projects; 
• Sound understanding of the international and domestic regulatory framework in respect of countering money laundering and terrorism financing; 
• Effective project management, organizational and presentation skills, including the ability to delegate and motivate; and 
• Proficiency in all Microsoft Office’s standard applications (Excel, Outlook, PowerPoint and Word).

Salary: CI$92,446 - $114,843 per annum
