CIMA Appoints Two New Deputy Heads

Mr. Razaak Busari - Deputy Head of Insurance Supervision Division

GRAND CAYMAN (Wednesday, 1 July 2015) The Cayman Islands Monetary Authority (CIMA) is pleased to announce the appointment of two senior officials: Mr. Razaak ‘Raz’ Busari as Deputy Head of Insurance Supervision Division as of 22 June 2015, and Mr. Garth Ebanks as Deputy Head of Investments and Securities Division, effective 1 July 2015. 

CIMA continues to provide career-development opportunities for its employees, particularly young Caymanians and as such, the Authority is happy to recognize the promotion of Mr. Ebanks.  

He earned Bachelor’s degrees in Accounting and Business Administration from Florida International University, and the Certified Public Accountant designation, and has gained considerable knowledge and experience in various key aspects of the Cayman Islands’ financial services industry.  

Previously employed at KPMG as an Audit Manager, Mr. Ebanks joined the Authority in October 2013 as a Chief Analyst in the Investments and Securities Division (ISD). 

Mr. Busari brings more than 15 years of experience in the financial services industry. His financial career began in 1999 as an Associate with the UK’s Financial Services Authority.  

From 2006 until 2015, he served as an Associate Director at the Qatar Financial Centre Regulatory Authority, where he played a significant role in regulating/supervising a portfolio of financial institutions from both a conduct-of-business and prudential view-point.  

Mr. Busari obtained a Bachelor’s degree in English at the University of Ibadan, Nigeria, and a Bachelor of Laws degree from the University of North London. He also holds a Post-Graduate Diploma in Islamic Banking and Insurance from the Institute of Islamic Banking & Insurance (IIBI), UK, and is an Associate Fellow of the IIBI. 

CIMA’s Managing Director, Mrs. Cindy Scotland, says, “I am extremely pleased to have both of these gentlemen as a part of the Authority’s management team. Mr Ebanks is a young Caymanian with a very bright future ahead of him and I am confident that he will make us proud.”
