Deputy Head


Reporting to the Head of Division (“HOD”), the Deputy Head (“DHOD”) is responsible for day-to-day operation and management of staff of the Division and works closely with other CIMA divisions to ensure that the required policies are developed and implemented in a timely manner and efficiently, and sufficient research in international/local legal, economic and financial developments is carried out to proactively improve CIMA’s regulatory regime. Support the HOD in the evaluation, control and mitigation of risks to the achievement of objectives and the execution of the Division’s responsibilities.

RESPONSIBILITIES:

The successful candidate will:

  • Direct, delegate and monitor the effective development and amendment of regulatory measures and other policy documents;
  • Provides advice to other CIMA Divisions regarding the interpretation and application of regulatory measures;
  • Contributes to the development of legislation and regulations in collaboration with the Legal Division and the Cayman Islands Government;
  • Ensures international regulatory developments are monitored and analyzed to determine the application and/or implications for the Cayman Islands;
  • Plans, directs and delegates the research required to provide accurate and timely information to other supervisors, international organizations, the Cayman Islands Government and/or internally;
  • Direct and delegate participation in surveys and preparatory work for international reviews;
  • Plans, directs, delegates / maintains all projects and assignments of the Division to ensure that they are carried out effectively and efficiently in accordance with the policies, procedures, and goals and objectives of the Division and CIMA;
  • Review, conduct, and approve the probationary assessments, annual performance appraisal and individual learning and development plans in the effort to improve knowledge, skills and career progress and determine divisional development needs;
  • Research, analyze and report on solutions and options to ensure CIMA is at the forefront of regulation and regulatory practices;
  • Research thoroughly and draft written advice and/or reports to Government and other agencies with respect to the CIMA’s regulatory or cooperative functions;
  • Responds to complex regulatory issues and conducts sound analysis to determine the appropriate recommendations to be employed;
  • Develop and deliver educational sessions to staff regarding changes to the regulatory framework;
  • Participates and leads when required internal and external working groups.

REQUIREMENTS:

  • A Master’s degree in law, economics, business or a finance-related area;
  • Seven (7) years’ experience in a financial regulatory organization at a senior level; or seven (7) years’ managerial experience in a relevant industry at a senior level;
  • Expert knowledge of the various international standards within the financial industry;
  • Extensive knowledge of banking, banking supervision, insurance, captive insurance market, mutual funds and security and investments services industries;
  • Extensive knowledge of the relevant Cayman legislation on the various areas of the financial industry as well as the domestic and international supervisory framework;
  • Exceptional analytical skills and the ability to practically adapt concepts; and
  • Good computer skills with working knowledge of all Microsoft applications.

Salary: CI$111,939 - $139,590 per annum
