Deputy Head - Insurance Supervision Division


Gamuchirai Usai was appointed as Deputy Head of the Insurance Supervision Division at the Cayman Islands Monetary Authority (“CIMA”) effective 1 March 2024. Prior to his appointment, he served as the Insurance Supervision Division’s Chief Analyst since January 2017 where he was responsible for directing and supervising a designated team overseeing both onsite and off-site supervision of licensees.

Mr. Usai has significant experience spanning over 15 years in the insurance sector. Before joining CIMA, he gained diverse experience in the insurance industry, holding roles in reinsurance underwriting, claims management, business development and risk management. 

He has undergone several internal and external professional development programs offered by organisations such as the National Association of Insurance Commissioners, Toronto Centre, Lloyds of London, FATF TREIN, International Association of Insurance Supervisors and the Federal Reserve System. Mr. Usai has represented the Authority at several regulatory meetings, conferences and industry events.

Mr. Usai holds a Master of Business Administration degree and a Bachelor of Commerce Honours degree in Risk Management and Insurance. He is a Fellow (FCII), a Chartered Insurer and holds an Advanced Diploma in Insurance (ACII) from the Chartered Insurance Institute (UK).  He is a professional member (MICA) and holds an International Diploma in Governance, Risk and Compliance from the International Compliance Association (UK). He also earned an Associate in Reinsurance (ARe) and Associate in Regulation and Compliance (ARC) designations from The Institutes (USA). Mr. Usai serves as an Adjunct Lecturer at the University College of the Cayman Islands.
