Head of Division


The Head of Division - Onsite Inspections (“HOD”) in conjunction with the Heads and Deputy Heads of the regulatory Divisions will plan, direct and delegate actions, projects and work assignments to ensure that all on-site inspections incorporate all of the core set of risk-based supervisory principles, standards and uniform procedures to achieve the legislative requirements, goals and objectives of the Unit and CIMA.

RESPONSIBILITIES:

  • The successful candidate will:
  • Develop and continually monitor a comprehensive inspection program for the Authority that incorporates the relevant risk-based supervisory principles, standards and uniform procedures.
  • Develop and implement manuals and procedural documents for the inspection processes.
  • Plan and direct an annual inspection programme to ensure the Authority’s regulatory objectives are achieved and that licensees and registrants activities are in line with regulatory requirements.
  • Coordinate and manage the onsite inspections of high risk entities and conglomerates;
  • Recommend the imposition of constraints on the activities of any financial institutions where an onsite inspection or ongoing surveillance indicates that such action is necessary;
  • Serve as a strategic liaison with the industry to initiate and improve the application of the Authority’s regulatory standards and industry best practices;
  • Manage and coordinate projects to ensure on-site inspection practices and policies are aligned with international standards and best practices;
  • Provide recommendations about legislation, regulations, rules, guidance and supervisory practices applicable to the supervision of the Financial Industry;
  • Research, collect, prepare and deliver pertinent information to internal/external stakeholders;
  • Prepare quarterly divisional budget reports and monthly divisional project and strategic reports for submission to the Chief Supervision Officer; and
  • Produce a biannual publication to notify the public of lessons learnt based on inspection findings/ enforcement actions.
  • Implement processes and provides leadership to ensure performance outcomes and measures are developed and learning and development are addressed; and
  • Is a positive ambassador and establishes a culture of customer excellence and collaboration.

REQUIREMENTS:

  • A Bachelor’s degree from an accredited institution in Finance or Accounting
  • A relevant professional qualification CPA, CA or CFA;
  • Anti-Money Laundering and or Fraud Prevention & Detection Designation.
  • Ten years relevant experience at a senior management position in the financial industry, including four years’ supervisory/regulatory and/or audit management experience.
  • Expert knowledge of generally accepted auditing / accounting standards and extensive experience in analyzing financial statements;
  • Specialized knowledge of governing documents and financial statements to analyse the implications of financial statements as they relate to financial institutions;
  • Specialized knowledge of emerging onsite inspection/audit techniques, and up-to-date knowledge of domestic and international financial and economic events;
  • Extensive experience in assessing risk management and internal control compliance;
  • Expert knowledge of Anti-Money Laundering/KYC requirements and the application of same;
  • Extensive knowledge of Regulatory Framework – Legislation/Policies relating to the supervision of financial institutions.
  • Advanced communication and presentation skills;
  • Extensive managerial and strategic planning skills; and
  • Computer literacy, particularly Microsoft Office applications.

Salary: CI $139,590 - $183,831 per annum
