Reinsurance Specialist
Heather Timothy was appointed Reinsurance Specialist in the Insurance Supervision Division at the Cayman Islands Monetary Authority (“CIMA”), effective 9 February 2026.
Ms Timothy has over 15 years of experience in the insurance industry. Prior to joining CIMA, she gained diverse experience across the Caribbean, working with some of the region’s largest general insurance companies in various reinsurance roles specialising in reinsurance strategy, technical advisory and capacity development.
She has managed large and complex reinsurance programmes, including treaty, facultative, fronting and retrocession arrangements, while providing strategic insight to underwriting, claims, risk, finance and executive leadership.
Ms Timothy has also worked in the climate and disaster risk financing and insurance space, where she launched one of the region’s parametric microinsurance products. She has delivered reinsurance and parametric microinsurance training for the insurance industry, including for other regulatory bodies, and has participated in several regional and international panels discussing innovative insurance solutions aimed at reducing the protection gap and improving resilience.
Ms Timothy is a Fellow of the Chartered Insurance Institute (FCII) and holds the Advanced Diploma in Insurance. She holds a Bachelor of Science degree in Management Studies (Honours) from the University of the West Indies, St Augustine, and a Master of Business Administration from Anglia Ruskin University in the United Kingdom. She is also a Certified Insurance-Linked Securities Specialist.
She has also undertaken professional development programmes in leadership development, international insurance management, inclusive insurance and sustainable development.
