Deputy Head - Policy & Development Division


Effective 1 January 2026, Ms. Bulatovic was appointed Deputy Head of the Policy and Development Division at the Cayman Islands Monetary Authority (CIMA). She is an accomplished regulatory leader with more than 20 years of experience spanning financial regulation, market infrastructure, banking, wealth management, and trust and fiduciary services. Her career across retail and private banking, trust administration, and regulatory policy and oversight has provided her with a comprehensive, end-to-end understanding of financial services, governance, and risk management.

Prior to joining CIMA, Ms. Bulatovic held senior roles at the Commerce Commission (NZCC) and the Financial Markets Authority (FMA) in New Zealand. At the NZCC, she played a key role in a major market study on competition in the personal banking sector, with a particular focus on financial inclusion and impacts on different consumer groups. At the FMA, she supported cross-border regulatory cooperation, developed regulatory guidance, conducted systemic importance assessments of financial market infrastructures, and led assurance and review programmes for licensed market operators. Across these roles, she applied rigorous legal and economic analysis to complex regulatory and policy challenges.

In her role as Chief Policy and Development Officer at CIMA, Ms. Bulatovic made significant contributions to strengthening the Authority’s supervisory and enforcement framework. She provided policy advice supporting CIMA’s strategies to modernise the legislation and regulation of fiduciary, trust, and asset management services. Her work also included collaboration on the republication of the revised Regulatory Handbook and Enforcement Manual, as well as extensive engagement with the Ministry and industry stakeholders.

Ms. Bulatovic is recognised for her strong leadership, effective stakeholder engagement, and ability to influence outcomes. She is highly analytical and detail-oriented, with a strong commitment to evidence-based decision-making, robust risk assessment, and the delivery of clear, practical advice in complex regulatory environments.

She holds a Bachelor of Business (Economics) and a Graduate Diploma in Business Studies (Personal Financial Planning), and has completed extensive professional development in regulation, leadership, and strategic governance.
