Vaughan Carter was first appointed as a Director of the Cayman Islands Monetary Authority in 2023. He was subsequently reappointed in 2025, and again in 2026. Throughout his tenure, Mr. Carter has served on the Board’s Governance, Human Resources, and Policy & Legislative subcommittees, chairing the latter since 2025.

A practicing Attorney with a focus on public law, Mr. Carter provides legal and regulatory advice and governance support to statutory authorities and government companies across the Cayman Islands. He is also a respected legal academic, whose publications and presentations address a range of topics relevant to the Cayman Islands, including the constitutional context in which the financial services industry has evolved in the Cayman Islands, and the development of international regulation impacting the Cayman Islands’ financial services sector.

Mr. Carter is a former Chair of the Cayman Islands Constitutional Commission (2017-2024; appointed as a member in 2015) and a longstanding Commissioner in the Law Reform Commission (2016-present). He has represented the Cayman Islands at various forums, both regionally (the governing Council of the University of the West Indies and CARICOM) and internationally (the Commonwealth, ILO and UNESCO), and he has also served on numerous other public bodies, including the Human Rights Committee (2003-2009; appointed as Deputy Chair in 2007), the National Pensions Board (2006-2012), the Special Economic Zone Authority (2011-2012), the Board of Governors of the University College of the Cayman Islands (2011-2012) and the Gender Equality Tribunal (2014-2023).
