Head - Legal Advisory Division
Ms. Helen Spiegel was appointed Head of the Legal Advisory Division of the Cayman Islands Monetary Authority (“CIMA”) effective 1 June 2026.
She joined CIMA as a legal counsel in November 2012. Since then she has advised on and been involved in a wide range of legal matters, including legislative amendments, regulatory advisory, enforcement, litigation, international and domestic co-operation and two National Risk Assessments as well as CFATF Mutual Evaluation preparations.
Prior to joining CIMA, she practiced law and worked as a trust manager with a focus on Latin America and head of compliance in the structured finance and fund administration industry in the Cayman Islands. Prior to coming to the Cayman Islands in 1993, she practiced law and worked in legal publishing in London.
Ms. Spiegel was educated in Germany and England and read Modern Languages and Law at Downing College, Cambridge University. She was called to the Bar of England and Wales (Middle Temple) and subsequently admitted as a Cayman Islands Attorney-at-Law. She is a member of the Society of Trust and Estate Practitioners and a trained CFATF assessor.
