Senior Policy & Development Officer - Policy and Development


Reporting to the Chief Policy & Development Officer, the Senior Policy & Development Officer is responsible for conducting research, information gathering and report writing to ensure that the functions of the Division are carried out efficiently and effectively in all aspects, and that CIMA’s policies and procedures are adequate and current. Effectively manage risk in the execution of responsibilities, including the identification and communication of potential risks to their HODs/DHODs.

RESPONSIBILITIES:

The successful candidate will:

  • Research, collect, organize, and brief in writing other Division members on relevant data or information posted on external websites, articles and other written reports, and other media, to develop and revise Division deliverables (including regulatory measures, research papers, advice to Government and support to senior management on matters internal to CIMA);
  • Researches, analyses, and applies international standards to develop or amend regulatory instruments and other research and policy instruments;
  • Communicates with other CIMA staff and external stakeholders to obtain information on divisional needs, trends, and practices to develop regulatory measures, research papers, and internal documents;
  • Researches, analyses, and drafts summary reports on domestic and international economic and regulatory developments impacting financial services and the Cayman Islands; 
  • Coordinates the investigation and resolution of complaints and queries;
  • Processes policy information and produces research papers to assist in the preparation of regulatory measures, policy documents, and legislation;
  • Develops regulatory measures, research papers, and other policy documents through analysis of information collected from various sources;
  • Coordinates the review of CIMA’s website information to ensure information is accurate and current and updates the information and/or uploads documents to the website.
  • Conducts consultations with the private sector associations and the Ministry responsible for financial services on proposed regulatory instruments and amendments thereto in accordance with the Monetary Authority Act;
  • Researches and drafts effective responses relating to requests for information from international regulatory organizations and other bodies including surveys and consultation responses;
  • Coordinates the monitoring of international regulatory news and industry updates and briefs the division on significant news that may impact the Cayman Islands’ regulatory environment; and
  • Prepares and delivers relevant and informative internal/external presentations and/or training with respect to international regulatory developments, policies and procedures, and regulatory instruments in order to increase awareness.

 

REQUIREMENTS:

  • A Bachelor’s Degree in Law or a finance-related field, i.e. Economics, Business Studies; 
  • Three (3) years of relevant experience in financial regulation, policy development/analysis, or Law;
  • Sound knowledge of financial regulation and international best practices in financial regulation;
  • Sound analytical and project management skills to analyse the implications of policy developments/amendments;
  • Excellent written and verbal communication skills;
  • Knowledge of financial regulation and international best practices in financial regulation;
  • Strong proficiency in all Microsoft Office standard applications; and
  • An understanding of the international and domestic regulatory framework for financial services would be advantageous.

Salary: CI$77,929 - $94,519 per annum
