Head - Onsite Inspection Unit


Effective 1 January 2026, Dr. Stephanie Azan was appointed Head of the Onsite Inspection Unit at the Cayman Islands Monetary Authority (CIMA), having previously served as Deputy Head since 1 January 2023. In this role, Dr. Azan leads the execution of CIMA’s onsite supervisory programme, supporting the Authority’s risk-based approach to regulation and strengthening the effectiveness of supervisory oversight across regulated entities.

Dr. Azan joined CIMA in December 2017 as Chief Analyst within the Onsite Inspection Unit. Since then, she has played a key role in advancing supervisory practices and enhancing operational effectiveness within the Unit. In recognition of her steadfast dedication to innovation, collaboration, and integrity, she was awarded the 2024 CEO’s Leadership Award. Her leadership has delivered strong outcomes for the Authority while fostering a culture of trust, accountability, and empowerment.

Prior to joining CIMA, Dr. Azan served with the Cayman Islands Government as Chief Financial Officer for over a decade. During this time, she achieved notable accomplishments and received several recognitions, including the Chief Officer’s Choice Award and the Deputy Governor’s Top Employee Award, for her contributions and outstanding performance in the management of the Cayman Islands Government’s financial affairs.

Dr. Azan began her professional career in auditing as a recipient of KPMG’s scholarship programme before transitioning into the banking sector, where she held various senior-level positions. This diverse experience across auditing, public sector finance, and banking has provided her with a strong foundation in governance, financial management, and risk oversight.

She is a Certified Public Accountant and holds a Doctor of Philosophy (Ph.D.) in Business Administration from Northcentral University, a Master’s degree in Public Administration from Pennsylvania State University, a Master’s degree in Business Administration from the University of Phoenix, and a Bachelor’s degree with double majors in Accounting and Business Management, along with a minor in Economics, from the University of Tampa.

In addition to her professional responsibilities, Dr. Azan is passionate about social development and actively supports community outreach programmes and social initiatives. She previously served as Deputy Chair of the Cayman Islands Older Persons Policy Steering Committee and continues to be an advocate for the promotion, protection, and advancement of older persons.

Dr. Azan’s extensive experience, leadership, and commitment to regulatory excellence continue to strengthen CIMA’s supervisory framework and institutional effectiveness.
